Seed one file to multiple trackers

What steps will reproduce the problem?
1. Create two torrents for one file with two different trackers
2. add one to Transmission remote, it checks the file, seeds
3. Add the second torrent from the other tracker, it says "duplicate torrent" 
and won't add the tracker and seed. uTorrent does this by asking if you would 
like to add the second tracker.

What is the expected output? What do you see instead?
Seed the same file to both trackers.

What version of the products are you using?
OS: Windows 7 64bit Professional
Transmission: 3.22 (build 1)
Remote: X.XX (rev XXX)  ???

Please provide any additional information below. Feel free to
attach screenshots or sample code which demonstrates the issue being
described.

I want to seed the same files to two different trackers, but I cannot. If I 
create a torrent file with uTorrent with multiple trackers, they come up as 
Broken for invalid passkey on both trackers. If I create one torrent for each 
tracker, then upload to both, I get the "Duplicate Torrent" seed even though 
the torrent is NOT duplicate, because the trackers are different!

If the two torrent has the same hash, Transmission says duplicate. But if the 
second torrent has different hash (but same content), you can add to T. (you 
have to verify the data before start the second torrent)

I want to seed the same identical files to two different "Private" trackers, 
but I cannot.  Adding the second torrent from the other tracker, it says the 
torrent you are trying to add is already in the list of torrents and then asks: 
"do i want to add the tracker to it. 

 I've tried 2.0.2, 2.0.4 and now 2.2 Utorrent versions. I recall being able to do this somehow on much older versions. What am i missing here, pls anyone.

I just looked at ticket 148, and this is not the same problem.

ticket 148 is talking about editing the trackers on an active torrent.

This is talking about not being able to add the same info hash for multiple 
private tracker sites. Sites that track upload / download ratio and do not 
allow you to seed the same torrent with two different tracker urls in the same 
torrent (it messes up the tracker statistics).
