Skipping some numbers

What steps will reproduce the problem?
1. Start TR
2. Go to remote setting and put marker in port box
3. Use scroll-wheel

What is the expected output? What do you see instead?
When using scrol to increase/decrease some values they skip not by one but by 
three. It also happens in ratio settings and other boxes when you can use 
scroll-wheel

What version of the products are you using?
OS: Win 7 x64 Ultimate
Transmission: 1.93+ (build 10706)
Remote: 3.23 (rev 0)

Please provide any additional information below. Feel free to
attach screenshots or sample code which demonstrates the issue being
described.

P.S. If possible make revision visible in about box so we could provide more 
info.

It's rathar an enhancement than an issue, because it's a windows setting.
