new torrent opens by default the open torrent with options window

at the v 3.23 beta the added feature "add torrent with options" where you 
choose where to download torrents and which files you want to download isn't 
the default feature, when you open a torrent. I recommend to make it default 
and add a checkbox if the user don't want to see this window again, so he can 
go back to the current setting, where you can't choose the DL directory or the 
files you want to download.

maybe you should change the text preference of the check box? cause the upload 
prompt doesn't refer to the "add torrent with options prompt". 

i would like to help with the transmission remote project but i can't load it 
to the visual studio without errors cause of the construction of the sln. If 
you could help me with this i would like to contribute.
