Add `languages.tsv` #1

The geo-coordinates (more important than the glottocodes) should be added by the group. They are provided in the file raw/journal.pone.0240170.s002.pdf.

Using a tool such as doc2pdf it should be easy to convert the data to a word document and then add them to the languages file that was already created there.

The geocoordinates for Madagaskar in general are: latitude: -18.777192 / longitude: 46.854328.

Therefore, the number with the minus in front seems to be the latitude. And the one without minus seems to be the longitude.
