Building with jdk 11.0.2 trigger a maven javadoc and jdk bug

@willrogers Here is my branch for java 11.0.2

The unit tests for the image modules needed updating. I have travis building fine right now. I also have this building fine using mvn on the command line.

I still can't get all the tests working in eclipse...but not sure if I should keep trying.
