No it does not work on pfSense because the mac_portacl cannot be loaded. We must drop privileges ourselves...

Lets try running on port 5353 and use rule at https://docs.netgate.com/pfsense/en/latest/dns/redirecting-all-dns-requests-to-pfsense.html to redirect incoming connections to our DNS server. For now.

Ok for now decided to run on port 5353 on pfSense. Closing the issue.
