The only way to disable self harm dynamic is to disable the dynamic altogether ?

New info - to ONLY disable self harm two steps are needed:

in Policy / Rules / Categories disable the Self Harm category
in Policy / Rules / Dynamic Categories disable the Self Harm module - but leave the Dynamic module on

Now the messe-stuttgart.de should not be blocked.
