I reeeeeeeally don't want to use NMS since it will kill cross-version compatibility, but it seems like the best bet if we want blastproof glass to work. For now, both 1.8 and 1.16 glass will behave like normal glass. I've tried a few other methods, but no luck. If anyone has suggestions let me know.
So far most solutions (including NMS, at times) have resulted in the glass being fine but blocks under it breaking, most of the time in a very inconsistent manner. TNT entity spawning also needs some tweaking which may help with this problem.
