Breakpad OS X crash_report_sender method 'askUserPermissionToSend needs to be refactored #308

It is quite long and does many many things, e.g.:

-Reads configuration information from the dictionary
-Reads localizable strings from the strings file
-Determines whether to request comments or not

It's a little unwieldy to maintain, so this issue is to track refactoring it

think it addresses everything in the bulleted list above), so taking.
