Now we all are familiar with the COVID data we have, we could start thinking on activity 1 of the proposal and how to answer the research questions with the data we have. To do that, we will explore the data to construct the following indicators:

• Number of bidders per tender (at tender or contract level)
• New winners vs old winners (whether a firm has won a contract for the first time or not). (At contract level)
• Market concentration (at sector level – number of bidders and winners per sector)
• Start looking at periods of COVID. It will depend on the country, but a possible approach might be looking at the waves
• Start looking at the product codes to construct 3 groups of products:

• medical-covid related
• medical-non covid related
• non-medical
