Set up the structure of the codes, loaded raw datasets; trying to calculate number of bidders per tender but did not find any variables related to tender. Document one trace here from Sushmita's "mergedata.do": this dataset documents all the publications made on every process, including call for tenders, NOA, modefications etc. Can we filter out the tenders?
