Add / Update recipes for qpdf.el, pdf-tools and elisp-tree-sitter

• Add orgtre/qpdf.el : A wrapper over qpdf for PDF transformations
• Update pdf-tools : Clean up the recipe
• Rename emacs-tree-sitter to elisp-tree-sitter : The repo has been renamed
