Fix Dockerfile build after new Debian release #1500

Building Docker container broke after Debian Bookwork release. This PR fixes the issue and pins Dockerfile to use Bookworm so that it doesn't break after next release.

@dimitri could you merge this one? the docker file needs an update :)

The docker build sadly failed at the signing stage. Don't know what to do about that.
