What steps will reproduce the problem?
Compile OmniThreadLibraryDesigntimeXE3.bpl - Successful

Install OmniThreadLibraryDesigntimeXE3.bpl throws the following error;

Registration procedure, Otlregister.Register in package .... raised exception 
class EAccessViolation: Access violation at address 5005EFC0 in module 
'rtl180.bpl'. Read of address FFFFFFD0.
