Re-factored version of the addition of the synthetic PSD dataset generation in https://github.com/dingo-gw/dingo-devel/pull/128. Now, the main routine accepts an existing asd_dataset.hdf5 file, parameterizes all ASDs in there, and re-samples a new dataset. Also added a short section in the documentation.
