Document how to restart from checkpoint #230

AFAIK, the docs don't explain how to restart a training run. An example should be added, e.g. To restart a training run from checkpoint replace the --settings_file ... to dingo_trainby --checkpoint YOUR_LAST_NETWORK.pt.

Two things:

Add this to the tutorial
Improve the docstring to indicate that settings_file and checkpoint are mutually exclusive.
