Add field for algo rev in top_decl #239

In the mp7 base firmware recently a field was added for the algorithm revision (ALGO_REV) to be set in top_decl.vhd. This should be added to our copy of the file.

This was (erroneously) commited in 209f9d85a49f625285533522d152f44ca9875424.
