Use latency buffers as spy buffer #287

The spy buffer system should be changed to use the latency buffers as storage. This will increase the flexibility of the system.

A bitfile with this has been generated, but still needs to be tested in hardware.

Moved this to a branch as it will require work in the framework.

The work in the framework will not be ready in time for the final version of uGMT. The readout system together with the current spy buffer is sufficient for our needs.
