Generate calo idx bits 1 BX earlier #297

The extrapolation and calo idx bit generator logic can be moved one BX earlier. In this way we have some breathing room to select calo sums earlier.

Works in simulation, testing timing.

There's a small problem with timing here, however it should work with extra effort or something similar in Vivado.
