Add bandwidth throttling so that other Drives, and app features, continue to work #45

Description: When a drive is syncing a lot, or especially large, files, other drives stall and certain features, like peer status, stop working until the sync is complete

Modification Area: Backend, possibly a Drive setting . Possibly support setting overall BW settings or even a calendar.

Why: Allows app to be usable in case of large syncs.

Can pause network, can put drive into non-sync mode. However, fair point still.
