Trouble when executing cfg ingame #16

When i tried to exec observer.cfg it says below, any solution?

Can't change replicated ConVar sv_cheats from console of client, only server operator can change its value Can't change replicated ConVar spec_allow_roaming from console of client, only server operator can change its value
