Add the DSC system plugin to this repo #1

The system plugin should also be part of this repository. They're a package. The repo organization should follow the naming convention for each extension's language files:

/lib_dioscouri => the library's root /plg_system_dioscouri => the system plugin's root

Let's also add the build.xml file which is in the svn at /sitemanagement/build.xml

Rafael, I don't have a copy of that build file can you add it?
