The right hand navigation bar (2nd level navigation) isn't responsive #87

Current Behavior: When there is a horizontal scrollbar and you scroll to the right the navigation bar will move into the rest of the rest of the page and mess the layout up.

Expected Behavior: It will be absolutely positioned and not stick to the side of the window, but to the side of the webpage.
