[Telegram Bot] Maximum download restrictions, VIP, input user's telegram id on the output, Blacklist. #1132

Please add these features:

Download Restrictions- restrict users on how many novels they could download per day. VIP- vip users are exempted from the restrictions. Telegram/Discord User ID- should be found before the table of contents where the book cover picture is at, this can be used to blacklist a user or to set a VIP. This can also be use to identify/track users who are selling the files. Blacklist- To stop abuse

I am planning to update the discord bot with some of these features. Specially the Download Restrictions feature. #1000
