txt_parser: Support for relative timestamps #34

Regarding txt_parser use for #7.

There is no support for UltraStar txt file with relative timestamps, as defined in https://github.com/UltraStar-Deluxe/Play/wiki/UltraStar-txt-File-Format

The newest program of the UltraStar team has dropped support for this notation, and after looking in the txt files of a hundred songs i have on my PC not one of them contains the RELATIVE tag. Therefore, i think support for this is not useful.
