This PR contains a lot of fixes for coming dce-1.10 release.

migrate to circleci 2.0 workflow
followup fixes to the latest ns-3-dev
refine the supported platform (Fedora 26/27, Ubuntu 14.04/16.04/17.04 for the moment)
followup fixes to new platforms
