HTML appears to users in Rules panel of editor view

What steps will reproduce the problem?
1. Created a new exploration, selected MultipleChoice as the interaction type.
2. Created a couple new states through the Rules Destination "Create New..." 
pulldown option.
3. Clicked around a bit toggling between rules and setting destinations.

What is the expected output?
Clean display of rules to next destinations.

What do you see instead?
It appears some HTML is sneaking through to the user. Screenshot attached.

What operating system are you using?
Mac OSX, Chrome

Please provide any additional information below.
Honestly not sure exactly what caused this. I tried to repeat it adding a few 
additional states and rules, but it seems to only happen some of the time.

Apologies for the delay -- confirming this appears to be resolved. Keeping
in mind I wasn't able to consistently reproduce it originally, it just
happened once. Trying to reproduce it again today the behavior is as
expected.
