As Oppia is right now, if one tries to scroll to the bottom of the page
quickly, they will scroll "out of bounds" for the page and the infinite scroll
feature for loading more content will not activate for a moment. This is
particularly noticeable when the user scrolls quickly using a trackpad.
What should be done is give a loading indicator at the bottom of the page when
there is still content to be loaded (when applicable). This way, the app can
better communicate to the user that there is still more content.
