Purpose of code changes on this branch: Fix several UI issues with the END 
state.

(1) Make states with an EndConversation interaction point to END in the
exploration overview.
(2) Have identical ending text for the END state and the EndConversation
interaction.
(3) Allow drafts to be discarded anytime, even when the exploration is not
otherwise saveable.
(4) Make a error message look less stilted in the one-state case (it was
originally written assuming multiple states).

When reviewing my code changes, please focus on: UI. (These changes follow on 
from our conversation last Tuesday.)

After the review, I'll merge this branch into: develop
