Add tag suggestions. #712

In as much detail as possible, please describe what you would like to see.

When an exploration editor specifies a tag in the editor UI, it would be nice 
to pre-populate the input field with some suggestions consisting of e.g. 
currently used tags. This would help with de-duplication for tags that are 
spelled differently but that mean the same thing, e.g. 'math', 'maths' and 
'mathematics'.
