In as much detail as possible, please describe what you would like to see.
1. When I am going to use the Link widget, I would like the option to have it
function as-is, but also for selected text to auto-populate the link
description field.
2. For example, I already know what text I am going to link, and have typed it.
3. I am expecting that my selected text will autopopulate the link description
in the widget.

In the future, when people are copy/pasting pre-written text, it will be most
easy if already-linked text that has been copy/pasted into Oppia automatically
becomes a link.
