Purpose of code changes on this branch:
- remove h4 css rule in state editor since it's interfering with the 
collapsible RTE extension header, and doesn't seem to actually be used anywhere
- make save/publish modals display correctly (i.e. ensure there is 
inter-paragraph spacing)

When reviewing my code changes, please focus on: UI; did I undo anything you 
did previously

After the review, I'll merge this branch into: develop
