Purpose of code changes on this branch:
Refactor of the entire backend and frontend rule systems to support answer 
groups as a precursor to fuzzy rules.

When reviewing my code changes, please focus on:
everything, especially whether I may have missed certain areas using 
interaction handlers that is not covered by any of the tests.

After the review, I'll merge this branch into: develop
