Auto add/remove blank panels option in layout manager feature #1

Add the ability to automatically fill in holes in patch with blank panels. Also blanks to be removed with optional reflow to alleviate gaps between modules.

rackcli --row 1 --blank-add
rackcli --row 1 --blank-remove --reflow
