Allow setting strategy for shakedown #21

Safe/normal/aggressive etc. Otherwise there is no way to see effects of these changes. During the competition each stage is different and it is not clear if better/worse time is because of different track, different settings or different driving style.

There are no plans to have it in shakedown. But this might and most probably will be implemented in a test session, which is similar to shakedown. That way managers will be able to test different rally stages during the season.
