Fixed footer blocks content text on narrow viewports #9

On Android, when I go to the technical reports page, I see the footer rising up onto the table. This will presumably happen on any site which uses the full vertical space, yuck.

We want this text to be fixed in location, but only showing up when appropriate relative to the scroll.

I believe this to be fixed in the current deployment. Tested on Chrome/Linux and Android.
