No notification after onboarding

Describe the bug When the User installs the extension from Chrome, it is supposed to open https://www.dismoi.io/sources/ and triggered a notification. Currently it opens nothing and if I open it manually there's is the noNotice screen displayed.

To Reproduce Steps to reproduce the behavior:

1. Remove Chrome extension
2. Close the browser
3. Open it again
4. Install it
5. See for yourself

Desktop (please complete the following information):

• macOS 10.13.6
• Version 88.0.4324.150

Extension

• V3.55.4
• Installed from Chrome store
• Installation date: today

I reproduced the bug on my first try. Addenda :

• Notice 1299 is supposed to appear on contributors list page
• If I take a look at its stats, we can see the problem exists since February 4th
• On chromestore, I read currently : Version 3.55.4 Dernière mise à jour 10 novembre 2020
• Indeed, on chromstore dev dashboard, It s not esay easy to see but last version en january hasn't been published.
• Thus, it seems @christpet the problem comes from anotger change, probably on API or Backend ?

Ok very good to know thank you very much @newick and @MaartenLMEM ! There must be some step misfiring between extension and API/backend. I propose that we push the newest version of the extension to prod and then test to see if the problem persists.

I didn't see the contribution as well, but I wonder if the contribution was updated since the profiles page moved to /eclaireurs. Could you provide the id of the contribution?
