[Feature request] Prometheus exporter #1

Feature

You can add an optional (as a cargo feature during compilation) exporter for prometheus for nice statistics. It can collect metrics such as:

Number of banned IPs in the database
Number of connection attempts from banned IPs (requires additional rules in firewall)
Contribution to shared database

This will be very handy to view in Grafana for evaluating the benefits of diswall. I can help with PR if you wish.
