Hotfix/472 regression bug cannot load previous plan on dashboard #473

The problem was that when selecting a plan it would not be loaded on the map if there are no responses. The layers on the map were not redrawn when loading the plan.

Planner module works well. Loads plan well in the dashboard. if you reload it comes back with the most recently plan created loaded if you have more than 1 plan. Not sure if that is good or bad. Is it possible to set it to come back with the most recently selected plan if you refresh the page on the monitor?
