restore scale-to-zero #20

@HughSt to try to get fn-cov-extr to be more reliable, we're not scaling it. We've noticed some erratic behaviour around the scaling. Since it's used by other functions, we'll leave this one running, and see if it gets better or causes any probs.

Adding this issue to remind us to restore scaling at some point in the future.

Moving to icebox - nothing for us to do now.
