Rudder isn't strong enough to rotate when thruster is max (+30) (SIMULATION) #2

testing: launch barcoLeme.launch; set thruster to max (+30); set the rudder to max (1,57); notice that the boat's heading dosent change. now set thruster to zero; set rudder to max; set thruster to 30; now the boat achieve some angular velocity.
