This PR upgrades to @discipl/discipl-law-reg@0.6.0 and also resolves vulnerabilities reported by npm audit.
Since @discipl/discipl-law-reg@0.6.0 is a minor version upgrade, breaking changes where affecting the application and FLINT models. This PR replaces all <<>> fact-function definition with the new introduced CREATE expressions. It also removed the _flintItem from the custom fact resolver since this parameter is removed in law-reg.
