Now that we've moved to fly.io for hosting, the hosting costs have reduced and we can afford a second instance for testing.

[x] Create a second app on fly.io
- Created diabot-discord-test
[ ] Create manually started workflow that builds a docker image (perhaps diabot:preview) and then deploys that to fly.io
[ ] ???
[ ] profit
