For one i've been on plenty of servers where cloning is quick and easy, it just devalues life and is bad for RP. Death becomes a revolving door. That 15 minutes is a 15 minute break where an antag can do their thing before having to once again deal with the security they just killed. The player getting cloned can take the opportunity for a little break. Make tea, have a cigarette, take a shower, nip to the shops, whatever.
When we were running last week, the priest cloned a chef who died in a spider attack, it was one of the roleplaying highlights of the round. While he was waiting on his patient regrowing, he went around evangelizing cyberchristianity, promising immortality. A few people questioned this and he brought us into the cloning chamber to see the magic at work, an audience with the audience newly born.
It was a magnificent moment, i think the captain signed up as a new convert right there. Personally, i think long cloning times are fine. Although if there's a concern about the time taken to clone multiple casualties, i would support giving him more cloning chambers so he can do several people in parallel
It takes like 15-20 minutes to clone one person. It's just too much
