blargbot support channel guideline autoresponse for new users #41

Due to a significant amount of new users requesting support via DMs or asking users to DM them, I propose a change to blargbot that, whenever a new user is spotted typing in the support channels (or sends a message), blargbot automatically tells them basic support guidelines such as not requesting or providing support via DMs.
