Allow non-users to post pictures in support category #42

To elaborate, whenever someone with only the TTY role requires support, I have to tell them to post pictures on a site such as Imgur. This makes the assistance process way more of a palaver than it needs to be. A category-specific permission seems like it would solve this issue.
