accessibility resources channel #55

From aaron_h (224205260527239168): an accessibility resource channel would be useful, with more people using Linux desktop with disabilities. Places for information are scattered everywhere, forums, email lists, etc and having somewhere to post them to for people to find would be nice.

This seems out of scope for the server itself, as it's not really intended to be a resource for specific information, rather than a community where you can ask questions.
