Fast start mod doesn't always work on Uno boards. #111

What steps will reproduce the problem?
1. Restart a modern Uno board (seen on R2 SMD, and Uno R3) by applying power, 
or by using the RESET button (or upload.)
2. Observe L led for start flashes.

What is the expected output? What do you see instead?
The fast start mod should run the sketch immediately, bypassing the initial 
bootload LED flashing, on powerup resets, but not on RESET/Upload.  However, 
perhaps due to the Uno reset circuitry, you ALWAYS see the bootloader startup 
flashes.  (This does not occur on some older boards, such as a freeduino, with 
the same chip.)
