Support higher baud rates #4

Alter Optiboot to support highest possible Avrdude compatible baud rate on each 
Arduino board.

On-chip UART supports 115k2 baud on 16MHz parts, 76k8 baud on 8MHz parts.

Avrdude supported baud rates are 1k2, 2k4, 4k8, 9k6, 19k2, 38k4, 57k6, 115k2 
and 230k4.
