Added jupyter notbooks and minimal modifications that may help students boot up in either the py or ipynb files

Thanks for your interest in the discrete optimization class!

At this time I do not have the time to review this or take on the maintenance of these notebooks into the master repo. However, I welcome to you to make your own spin-off project that can support class participants to engage in the course in this way.
